    Creative Estuary has been established to transform 60 miles of the Thames Estuary across Essex and Kent into one of the most exciting cultural hubs in the world.

    By supporting the region’s creative industries, Creative Estuary is dedicated to fostering long-term social, cultural, and economic change along the Estuary.

    Our Task

    To measure and enhance its impact, RealWorth was commissioned to develop a comprehensive Evaluation Framework. Through a structured approach, we have engaged key stakeholders to define priorities, track progress, and assess long-term outcomes. This process will ensure the programme remains responsive and delivers meaningful benefits to the communities it serves into Phase 3 and beyond.

    To ensure a comprehensive and inclusive evaluation, we have prioritised engaging with as many stakeholders as possible. From the Creative Estuary Programme Team and sector leads to local artists, businesses, educators, and community members, we have actively sought diverse perspectives. By reaching out to those directly involved in the creative industries as well as those who benefit from them, we have ensured that our evaluation framework reflects real needs, aspirations, and challenges. This broad engagement strengthens the programme’s impact, making it more inclusive, representative, and aligned with the communities it serves.

    By embedding a rigorous evaluation process, Creative Estuary is setting a standard for cultural regeneration, ensuring its initiatives create lasting and measurable change.

    A data-driven snapshot capturing the starting conditions of Phase 2 to measure future progress.

    Two interactive sessions engaged stakeholders to define desired outcomes and map pathways for impact.

    Digital surveys, participation records,1-1 interviews, video diaries and engagement tracking to capture holstic data on

    Evaluation Framework
    A structured approach integrating qualitative and quantitative methods to track impact over time. This will include a financial assessment demonstrating the value generated by Creative Estuary’s activities in economic and social terms.
